Manchester United has announced the appointment of Malcolm Glazer's sons Joel, Avram and Bryan as new non-executive directors of the club.

On Tuesday the club also said that Andy Anson had been re-appointed as club commercial director. He was one of the three directors that Mr Glazer voted off the board last November.

The appointment of some of his family representatives had been expected, with Joel expected to take on the most high-profile role.

Business backgrounds

Joel Glazer has worked as a vice president of First Allied Corporation, a US real estate investment company.

In 1995, he was appointed executive vice president of the NFL franchise Tampa Bay Buccaneers, owned by his father, and he still holds this position.

"He has extensive sports management experience," says a Manchester United statement to the London stock market.

Avram Glazer, aged 44, has also worked as a vice president of First Allied Corporation.

In 1995, he became president and chief executive officer of Zapata Corporation, a US public company trading on the New York stock exchange.

He is also chairman of the board of directors of Omega Protein Corporation, the Glazer family business which processes fish oils.

Bryan Glazer, aged 40, has also worked as a vice president of First Allied Corporation, and also serves on the board of directors of Zapata Corporation.

Like brother Joel, in 1995 he was made an executive vice president of the Tampa Bay Buccaneers.

Confidence among UK manufacturers is falling because of weak High Street spending and slow growth in the eurozone, a report has said.

Domestic orders were at their weakest level for two years, according to the report by manufacturers' organisation EEF based on a survey of 1,000 firms.

It said the UK car industry saw a sharp decline in the second quarter of 2005.

The report called on the Bank of England to cut UK interest rates if the slowdown continued over the summer.

The Bank's Monetary Policy Committee voted in May to keep the cost of borrowing on hold at 4.75% for the ninth month running.

'Double impact'

EEF said it was cutting its growth forecast for UK manufacturing to just 0.5% from 1.4%, and for engineering to 1.1% from 2.6%.

"Manufacturers could only escape the double impact of a reluctant consumer and a poor eurozone for so long and we are now beginning to see the effects," said EEF chief economist Steve Radley.

"Despite a positive picture in some industries, there has been a change in sentiment across the economy which will need addressing if growth begins to stutter."

EEF's report said the car industry's decline in the second quarter of 2005 was marked by the collapse of MG Rover, and transport equipment and metal products firms struggling to win orders.

City investors, who last week marked EMI shares 4% lower at the first sign that the Warner merger was in trouble, clearly take the same view.

The irony is that EMI's latest troubles come as it has convincingly halted a decline in its own sales, with first half revenues holding steady in contrast to a 10% fall across the industry as a whole.

In fact, the obstacles to the firm's merger ambitions stem more from the regulatory constraints facing a sector that has already undergone a significant degree of consolidation.

In its effort to join forces with Warner Music, EMI lost out to a private consortium led by former Seagram chief executive Edgar Bronfman Jr, and also including billionaire media mogul Haim Saban.

Warner is said to have opted to go with the Bronfman consortium because it feared that a merger with EMI would be blocked by competition watchdogs.

The Bronfman bid, which consisted of a $2.6bn offer for the whole Warner music empire against EMI's $1.7bn bid for its recorded music division alone, also promised more cash upfront.

This was an important consideration for Time Warner, which is keen to pay off its debts.

Merger logjam

However, the outcome might have been very different had it not been for a second music industry merger - currently awaiting regulatory approval - between Sony Music and BMG, part of German media giant Bertelsmann.

EMI and Warner are seen in the industry as natural merger partners, with a tie-up between the two thought likely to deliver about $300m in cost savings.

The EMI bid is also said to have enjoyed the support of senior Warner executives.

But Warner reckoned that any attempt to join forces with EMI while Sony and BMG were planning their own mega-merger stood no chance of getting past the regulators.

EMI's failed merger attempt - its third in three years - leaves the firm looking decidedly vulnerable.

There has been speculation that the company could itself fall victim to a takeover attempt, with US private equity group Blackstone named as a possible buyer.

But Blackstone is thought unlikely to offer enough money to win the support of EMI shareholders.

There have also been suggestions that the Bronfman consortium may attempt to buy EMI in turn, although this would run into precisely the same regulatory obstacles as the original EMI-Warner tie-up.

However, EMI may find alternative ways of shoring up its position.

Some analysts believe that the Bronfman group may opt for a piecemeal sale of the Warner Music empire, in which case EMI is likely to top the list of would-be buyers.

A second option would be for EMI to try and open fresh talks with BMG, two years after an initial attempt at a tie-up between the two firms fell through.

This strategy could win support from the City, where many analysts believe that BMG would fit better with EMI than with its current merger partner, Sony.

EMI is understandably remaining tight-lipped on its precise intentions.

The merger music may have stopped for now, but there is sure to be an encore.

Extra cash to bridge the "digital divide" between areas of Wales with broadband and those without has been approved by the European Commission.

A survey last month for the assembly government's broadband unit found that 75% of small and medium enterprises in Wales were now accessing broadband.

Also last month, BT announced that more than 200,000 homes and businesses in Wales have telephone-based broadband services.

Economic Development Minister Andrew Davies said: "Our objective is to improve the competitiveness of Wales by increasing the availability of affordable broadband across the country.

The United States says it will reactivate a World Trade Organization (WTO) case against European Union subsidies for aircraft maker Airbus.

US trade officials said the decision followed the failure of latest efforts to reach a negotiated settlement.

Earlier on Monday, Europe made a new offer to the US to cut state aid to help resolve the long-running row.

Trade commissioner Peter Mandelson proposed that both sides cut part of their subsidies to Airbus and Boeing.

According to one report, Brussels has offered to cut aid for the Airbus A350 mid-sized jet by up to 30%.

The A350 project is supposed to cost $3bn, some one-third of which is likely to come from European governments.

Airbus' mid-sized project represents a direct challenge to Boeing's Dreamliner.

The BBC's James Coomarasamy in Washington says this is the latest twist in a deeply entrenched conflict.

The Europeans say that Boeing receives illegal subsidies in the form of military contracts and tax breaks.

'Disappointing'

In response to Mr Mandelson's proposal, the US accused Brussels of "spinning to the press" and said neither side was supposed to be making their proposals public.

Brussels and Washington have been in talks since January on the issue.

Each side has accused the other of distorting the world market for aircraft by unfairly supporting their national manufacturers.

But, until now, the row has not been taken to the WTO.

The US said it had decided to proceed with the WTO case in light of preparations by the EU to commit $1.7bn in new launch aid to Airbus.

"The EU's insistence on moving forward with new launch aid is forcing our hand," said US trade representative Rob Portman.

Despite the latest development the EU has not yet announced a resumption of its case against Boeing.

"This is a disappointing move by the United States given the proposals for a negotiated solution the EU side made on Friday," said European Commission spokeswoman Claude Veron-Reville.

"The EU will make its own position known tomorrow."

And they were condemned by former staff. Paintshop worker Gordon Lane declared bitterly: "Those four have got a lot to answer for."

German 'dowry'

In Rover's Billion Pound Blunder, the Money Programme examines the record and the legacy of the four businessmen from the West Midlands who first gained fame and then notoriety as the Phoenix Four: John Towers, Nick Stephenson, Peter Beale and John Edwards.

Mr Towers was welcomed as a hero when he and the three other members of the Phoenix consortium bought MG Rover from BMW in May, 2000.

They paid BMW just £10 - in return they received the £1 billion dowry in cash and assets.

They put in £60,000 each of their own money to MG Rover and took out loans for further investment, but this amounted to a small fraction of the BMW dowry.

BMW were desperate to shed Rover. They'd invested £3bn in an attempt to make a success of the company, but in their final year, because of their vast investment, the Germans lost £750m.

Rather than close the company and turn Brits against BMW, they were willing to pay the £1bn dowry to the Phoenix Four.

But that billion was never going to be enough to save the company. To survive, motor manufacturers have to constantly develop new models to keep up with changing tastes. And that would cost yet more billions.

Pension payments

The Phoenix Four began their own urgent hunt to find a car company to buy a stake in MG Rover and provide the funds for new models.

They were rebuffed by Malaysian company Proton and Chinese company China Brilliance. They managed a minor collaboration with Indian firm Tata to produce the City Rover but the car was widely panned.

Meanwhile the losses continued to mount - £611m in the first four years. That didn't stop the Phoenix Four setting up a £17m pension fund for themselves.

With pay and other benefits from MG Rover and associated companies, their total reward is thought to be around £40m.

In 2004, the firm was getting nearer and nearer to collapse, and again they turned to China for salvation. Talks began with Shanghai Automotive Industry Corporation (SAIC).

By November, their accountants were warning them that without the SAIC deal they faced bankruptcy.

SAIC did buy the intellectual property rights for Rover cars worth £67m. Commentators reckoned that's all they ever really wanted and never had any real interest in saving mass car production at MG Rover's Longbridge factory, a claim denied by the Phoenix Four.

But the deal to save the whole company never materialised and in April, SAIC pulled out and MG Rover collapsed.

'Time to diversify'

As for the legacy of the Phoenix Four, led by John Towers, most agree that there were some benefits.

Professor Chris Brady of Sir John Cass Business School told the Money Programme: "If you're looking at what Towers did for the region, he kept 6,000 people in work for five years at reasonable rates. He gave them time for the suppliers in the area to diversify and not to be so reliant on Rover."

And that's a verdict the Phoenix Four agree with. They're less happy with views expressed about their own personal rewards.

They told the programme in a statement: "We are proud to have sustained car making at Longbridge for well over twice as long as many 'experts' predicted and it was a tragedy that we failed when so near to securing long term success for the company."

Sir Digby Jones, however, has a different view of the Phoenix Four and specifically John Towers. He told the Money Programme: "If he'd delivered a success story, he's entitled to not only what he got, but five times that.

"That's not the issue. The issue is - he supervised not just failure, but very worrying failure, involving thousands of people. And that to me means that he should really be looking at his own conscience."

Claudio Ranieri went close last season finishing second to an amazing Arsenal side and getting to the semi-finals of the Champions League, but Jose Mourinho has taken it to the next level. It's such a fine line but that is the difference between first and second.

Jose has been the key. He has made some very astute buys but more than anything he has brought a structure to the club and instilled a belief in the players.

The team spirit is tremendous; there's a desire, commitment and a camaraderie that is key to the success and that all comes back to the manager.

Steve Clarke has also done a wonderful job as assistant manager. His role has been vital. When Jose came in he needed someone with know-how in England.

He needed someone who knew the players, the structure and had a history with the club and Steve brings all of that. He has been invaluable.

On the playing side, so many have been outstanding this season.

Petr Cech has been fantastic in goal, Joe Cole's emergence under Jose has been brilliant, and Arjen Robben has been electrifying, but John Terry and Frank Lampard are the two that often catch the eye.

They have been neck and neck for most of the season but John is my Player of the Year and just pips Frank because of his consistency. Frank has been excellent too but was a little slower to get going at the start of the season and so JT just pips him.

He has been an immense captain, absolutely rock solid, and also weighs in with more than his fair share of goals.

It's fitting that he'll be the one to lift the Premiership trophy.

The World Trade Organisation has salvaged global trade talks, with a compromise agreement to overcome a damaging rift between rich and poor countries. BBC News Online looks at why it took so long, and how the deal was reached.

What exactly were these talks about?

This is the latest stage in a process that began nearly three years ago.

In November 2001, WTO members met in Doha, Qatar, to agree on the Doha Development Agenda, intended to start negotiations on opening world markets to agricultural and manufactured goods.

This meeting was dubbed the "Doha round" of trade talks, and was meant to work towards a system of trade rules that were fairer to developing countries.

In September 2003, in Cancun, Mexico, a summit was held to hammer out agreement on the Doha round, and concentrated on four main areas - agriculture, industrial goods, trade in services, and a new customs code.

However those talks failed because rich and poor countries could not reach agreement, particularly on agriculture.

A new alliance of developing nations emerged that refused to sign a proposed agreement which they felt favoured the richer WTO members.

Why was agriculture such a big issue?

The poor countries accused the rich nations of protecting their farmers through subsidies, and then dumping their goods on poor countries at knock-down prices, undermining local farmers.

The subsidies, usually funded through the taxpayer via governments or trade associations, have made production costs for Western farmers cheaper.

This made them more competitive and as a result their production has increased.

As well as having subsidised goods pouring into their countries, the poorer nations have also claimed that when they tried to export their goods to the West, they were vying against subsidised agro-businesses.

Europe's Common Agricultural Policy, which swallows up nearly half the EU's annual expenditure, was in the firing line, as were multi-billion dollar subsidies given by the US government to its farmers, and especially to its cotton producers.

With cheap US cotton flooding the world, prices are down around the world, making west African cotton very hard to sell.

So what has been the breakthrough?

After talks in Geneva lasting well into Saturday night, key WTO members accepted proposals to cut the subsidies wealthy countries give their farmers for exports.

The key nations, including the US, the EU, Brazil and Japan, agreed to eliminate export subsidies at a date to be set, to limit other subsidies and to lower tariff barriers.

The plan includes a "down payment" that would see an immediate 20% cut in the maximum permitted payments by rich nations.

Developing countries also won the right to protect "special" products crucial to the well-being of their economies.

And in return?

Wealthier nations, among them the EU's members, won better access to markets in developing nations, particularly for industrial goods.

The draft deal also allows for moves to liberalise global trade in manufactured goods and services, although the WTO's poorest nations would not have to contribute.

Customs procedures should be simplified, and stricter rules on state aid for rural development introduced.

The WTO believed progress in the talks was crucial now, as there are US presidential elections in November, and a change in the European Commission in the autumn.

That could have led to talks being stalled for at least the next couple of years.

What happens next?

The deal opens the way for full negotiations to start in September. It is hoped progress can be made before the December 2005 WTO ministerial meeting in Hong Kong.

Analysts say it is vital that any new deal be agreed before 2007, when what is known as "fast-track legislation" expires in the US.

Without fast-track, which limits the power of the US Congress to alter trade deals negotiated by Washington, there is little prospect that the US would adopt a new pact.

EU Commissioner Lamy said that he now believed the Doha round could be completed by the end of 2005.

What are the potential long-term economic benefits?

According to the World Bank, a successful final deal could add $520bn (£280bn; 420bn euros) to the world economy by 2015, if rich and developing countries cut their tariffs.

Most of the benefit would, the World Bank believes, go to poorer countries.

"This is really a good day for the world economy, for Europe and especially developing countries," said European Union Agriculture Commissioner Franz Fischler.

MG Rover workers who lost their jobs after the UK car maker went into administration have received redundancy pay-outs averaging £5,000.

The payments total £20m and have been speeded up to help families affected, Trade Secretary Patricia Hewitt said.

More than 5,000 workers at MG Rover's Longbridge plant in Birmingham have been made redundant, and about 4,000 already have been paid, Ms Hewitt said.

Worker representatives welcomed the move but said more money may be owed.

'More needed'

A spokeswoman for the Transport and General Workers' Union (TGWU) said it was "excellent" that the workers were getting some money. She said the sum - equivalent to about $9,500 - was in line with what had been expected.

However, the spokeswoman said that because of the speed of the redundancies, many MG Rover workers did not get their statutory 90-day notice period and, as a result, were owed money.

Analysts said that the most likely outcome for MG Rover was that the firm would be broken up.

Ms Hewitt said that while there were firms interested in buying MG Rover assets, that would not necessarily help save jobs.

Administrators PricewaterhouseCoopers (PwC) say they have been contacted by 200 firms from around the world interested in buying the assets, divisions and brands of MG Rover.

Newspaper reports over the past couple of weeks have linked MG Rover with possible buyers from countries including China, Russia and Iran.

Worries

Speaking in the West Midlands as she campaigned ahead of Thursday's general election, Ms Hewitt said that every MG Rover worker who had made a claim received money.

"When I met many of the workers and their families on the day MG Rover went into administration, they asked me to speed the payments up because they were desperately worried about paying mortgages and other commitments," she explained.

"I am delighted that we have been able to meet that request."

The payments will be funded by taxpayers and are part of a £150m support package pledged by the government.

Ms Hewitt said that the total redundancy package paid out to workers will be close to £50m.

The UN envoy to North Korea has stepped down while his links with a man charged in connection with the Iraqi oil-for-food scandal are investigated.

Canadian Maurice Strong was closely involved with the six-party talks on North Korea's nuclear programme.

He says his dealings with South Korean businessman Park Tong-sun were innocent and will co-operate with the inquiry.

Last week a US attorney charged Mr Park with being paid by Saddam Hussein's regime to influence UN figures.

There are several investigations ongoing into the oil-for-food scandal, under which UN sanctions on Iraq were flouted and millions of dollars apparently diverted.

Friend of Annan

The US criminal complaint filed last week alleges that Mr Park accepted millions of dollars from Iraq and funnelled some of it to two high-ranking UN officials. The officials have not been identified.

The complaint calls for the arrest of Mr Park, who, a South Korean newspaper said, was hiding in Tokyo and considering a US plea bargain offer.

Mr Strong, an influential Canadian businessman - and a friend and part-time adviser to UN Secretary General Kofi Annan - denies any involvement with the $60bn (£32bn) oil-for-food programme.

But he admitted that Mr Park had invested money in an energy company he was involved with in 1997.

He said the dealings were carried out "on a normal commercial basis".

New policy

"I have continued to maintain a relationship with Mr Park," who was born in North Korea, he said on Monday.

"Indeed, as a native of North Korea, he has advised me on North Korean issues in my role as UN envoy."

Mr Annan's chief of staff said the secretary general had approved Mr Strong's withdrawal.

"Given the controversy, I think he's doing absolutely the right thing," said Mark Malloch Brown.

He said Mr Annan was considering a policy that part-time UN employees, as well as full-time ones, would have to disclose their finances.

Mr Strong said he would co-operate with the independent investigation into oil-for-food ordered by Mr Annan and headed by former US Federal Reserve Chairman Paul Volcker.

UK house prices were unchanged in April and, overall, there has been no movement since January, according to the latest survey from the Halifax.

Annual price inflation fell to 7.8% in April - the lowest level since June 2001 - from 9.7% in March.

"The annual rate is expected to continue to fall over the coming months," the Halifax said.

However, the bank noted there was evidence of a pick up in activity in the market after a slowdown last year.

The evidence included recent figures from the Bank of England which showed the number of mortgage approvals increased in March for the second month in a row.

Also, the Royal Institution of Chartered Surveyors reported a firming in housing activity during the first three months of the year.

Market 'underpinned'

"Overall there has been no movement in prices at the national level since January," said Halifax chief economist Martin Ellis.

But he added: "We appear to be entering a period of broad stability, particularly in terms of market activity.

"Sound fundamentals, particularly in the shape of the ongoing strength of the labour market and the low level of interest rates, should continue to underpin the market."

The Halifax's survey comes a week after the Nationwide building society reported a 0.9% rise in house prices during April.

However, the Nationwide also recorded a fall in the annual rate of property price inflation - to 7% from 7.9% - and noted that the overall trend remained "broadly flat".

Economic forecast group Capital Economics, which has predicted that house prices could fall, reiterated that the market had reached an "impasse", with buyers and sellers unable to agree on prices.

"We expect the pace of the slowdown to pick up as the year progresses, in line with more gloomy reports from surveyors and housebuilders," Capital Economics said.

Recent official figures have suggested some UK homeowners are struggling to cope, following five interest rate increases since late 2003.

According to the Department for Constitutional Affairs, the first three months of 2005 saw a 25% rise in the number of property repossession orders, against the same period in 2004.

First-time buyers

Recent surveys from both the Halifax and Nationwide have indicated that the once-booming UK property market is now cooling.

The Halifax said that the slowdown could be good news for long-suffering first-time buyers, many of whom have been priced out of the market.

The bank said that the latest data showed the house price to earnings ratio had dropped from a peak of 5.63 in September 2004 to 5.48 in February.

"The easing in the house prices to earnings ratio over the past few months is expected to be sustained as earnings rise more quickly than house prices," said Mr Ellis.

"This will improve affordability for first-time buyers, enabling more to get a foot on the housing ladder."

Analysts noted that the price slowdown also makes a further rise in UK interest rates less likely. The Bank of England's Monetary Policy Committee (MPC) is to announce its decision on rates on Monday.

"The survey points to a further cooling of the UK housing market. As such, it provides marginal support for the MPC maintaining rates at current levels," said Richard McGuire at RBC Capital Markets.

The Office of the Deputy Prime Minister (ODPM) said prices rose by 12.6% in the year to the end of March, up from a rate of 10.5% the previous month.

However, analysts said it was unlikely that the housing market was set for a renewed surge in prices.

Recent surveys from mortgage lenders the Halifax and Nationwide have shown annual house price inflation falling.

The average cost of a home rose to £183,346 in March, up from £179,491 in February, the ODPM said.

House price inflation rose in every part of the UK except Yorkshire and Humber, where it dipped to 16.9% from 18.2%.

The highest inflation rate was in Wales, which saw a rise of 22%, while the north-east of England saw a rise of 19.4% and prices in the north-west climbed 19.2%.

The lowest rate was recorded in the south-east of England, where prices rose by 8.1% over the year.

Recent surveys from mortgage lenders such as the Halifax and Nationwide have indicated that the housing market has slowed in recent months.

On Friday, the Halifax said that prices had remained unchanged since the start of the year, while in its latest survey the Nationwide said the overall trend remained "broadly flat".

The Halifax survey saw annual price inflation fall to 7.8% in April from 9.7% in March, while the Nationwide said inflation fell to 7% from 7.9%.

Different methods

"House prices are fluctuating around a broadly softening trend," said Howard Archer, economist at Global Insight.

Sabina Kalyan, property economist at Capital Economics, also said that the market was unlikely to see rapidly rising prices in the coming months.

"With consumer demand already weak, indebtedness at record highs, and housing valuations looking stretched, we continue to expect the underlying trend in house prices to weaken further as the year progresses," she said.

The ODPM said the reason why its annual inflation figure for house prices differed from other surveys was because of differences in how the price indexes are calculated.

Unlike the Nationwide and Halifax surveys, which are weighted according to the number of transactions, the ODPM survey is weighted according to the total amount of money spent.

This means the ODPM survey is more influenced by the areas with the highest house prices - which tend to be in the south of England - and by the highest priced houses, which tend to be detached properties.

Barclays has won approval from South Africa to make a bid for Absa, the country's biggest retail lender.

South African Finance Minister Trevor Manuel gave the green light for the £2.8bn ($5.3bn) deal on Sunday.

The deal would mark the biggest single foreign investment in South Africa, and make Barclays Africa's largest bank.

The UK bank is reported to have raised its offer to win support from Absa shareholders. The two are expected to formally unveil the deal on Monday.

'Potential benefits'

A successful bid would bring Barclays back to the South African consumer market for the first time in 19 years.

The UK bank backed out of mainstream banking in South Africa in 1986 after protests about its dealings with the apartheid regime.

The UK bank upped its offer - originally 80.80 rand a share or £2.8bn ($5.3bn) in all - to 83.30 rand a share including a special dividend, according to news agency Reuters.

Mr Manuel, announcing his approval at a news conference in Johannesburg, said the potential benefits of a Barclays/Absa tie-up outweighed any potential risks or disadvantages.

A finance ministry statement said it was a "vote of confidence in the country's significant political, economic and social progress over the past decade".

Observers said approval could open the door to other foreign investments.

"The confluence of Barclays and a variety of other small deals attest to the potential for profit in the local market and more broadly in Africa," said Goolam Ballim, an economist with Standard Bank group.

"These are the early stages of a more forceful pipeline of foreign acquisitions in the local market."

On the table

At present, Barclays' offer remains a proposal, rather than a formal bid.

The bank wants to buy 60% of Absa, and has already secured the agreement of Sanlam and Rengro, which between them own about 30%.

Other key minority stakeholders such as insurance group Axa still require convincing, according to the UK's Observer newspaper.

Barclays says it will be able to find cost savings of as much as 1.4bn rands ($232m) thanks to its skills in, for instance, the credit card market - which remains under-developed in South Africa.

Labour held Llanelli with a majority of 7234 despite former government minister Denzil Davies retiring after more than 30 years and the imposition of the controversial all-women shortlist.

Plaid Cymru who came within a handful of votes to taking the seat two years ago in the assembly elections were clearly disappointed with the result.

Winning candidate Nia Griffith said her win was because of Llanelli's "socialist and chapel culture".

She admitted there had been concerns about Iraq and other unpopular national issues when canvassing.

But she said: "We got our act together locally. People said they would vote for us with 'buts'. Now we must take notice of these issues."

Plaid's Neil Baker said he was confident the party would do well in the next assembly elections.

The chairman of the Ghana Football Association, Dr Nyaho Tamakloe, has resigned with immediate effect.

This follows Wednesday's ruling by the High Court in Accra that the GFA Congress can go ahead with impeachment proceedings against him.

Dr Tamakloe told the Ministry of Youth and Sport in a letter that the court's decision had effectively made his position untenable.

The judge ruled in a case brought by Dr Tamakloe that the executive council of the GFA was free to initiate impeachment proceedings against him if it thought he had a case to answer.

"The high court ruled that for daring to make reforms of the football association, the executive council can go ahead with impeachment proceedings against me," fumed Dr Tamakloe.

He went on: "The high court ruling makes my position untenable and I believe I must resign."

Dr Tamakloe became GFA chairman in April 2004 but his one-year reign has been dogged by persistent in-fighting with other organs of the football association.

The executive council of the GFA began impeachment proceedings after Dr Tamakloe questioned their powers, size and essence in a private letter to the Ministry of Sport.

He said it was "absurd" that the GFA's statutes give control of football matters to the executive council while the management board are put in charge of administration.

"The GFA has an unwieldy body of 37 members superintending the day-to-day activities of a five-member board which makes neither common nor business sense," he charged.

World football governing body Fifa has long called for reforms of the GFA's statutes but that process will now go ahead without Dr Tamakloe's involvement.

A new Times/Populus tracker poll puts Labour on 41%, the Conservatives on 27% and the Lib Dems on 23%.

That is the worst Tory poll showing of the campaign, but the party insists the picture is different in marginal constituencies.

The party leaders will embark on another blitz of those tightly-fought seats on Wednesday.

Party workers have been allowed to watch election officials check the validity of postal votes.

BBC Newsnight political editor Martha Kearny said one Labour special adviser had said the numbers of postal votes so far suggested the party could lose several marginal seats.

Mr Blair will again join forces with Chancellor Gordon Brown as he tries to ensure Labour supporters turn out to back the party.

Protest worries

At a rally in Huddersfield on Tuesday evening, the Labour leader warned of what he sees as the dangers of a Conservative government: "We have a very, very simple task between now and Thursday," he said.

"That is to make sure that every single person in this country knows what's at stake is our economy, is our NHS, are our schools, is the investment in our communities."

Labour will be anxious that the last day of campaigning is not eclipsed by arguments over Iraq.

In an article in the Guardian, Mr Brown says: "There are real consequences to a protest vote that risks inadvertently returning the Conservatives to power and which, by punishing Labour would end up punishing those who most need Labour."

The Conservatives are using advertisements in four national newspapers to promote their "timetable for action".

They say voters are fed up with being let down by politicians and set out the dates when a Conservative government would deliver on eight key priorities.

Waste message

Mr Howard will visit Surrey, East Anglia and Yorkshire, highlighting his plans for controlled immigration, cleaner hospitals, school discipline, lower taxes and more police.

On Tuesday he said his approach to public services was centred around "trusting the professionals, not the politicians".

And he claimed Labour had wasted taxpayers' money without getting real results.

At a rally in Hythe, Mr Howard said: "You can take a stand in two days time, you can put an end to a failing, discredited government, you can give our country hope again."

The party rejects attacks on its economic plans, saying Labour would need to raise taxes to fill an alleged £11bn black hole in its spending plans.

'Real alternative'

Lib Dem leader Mr Kennedy will use his eve-of-poll news conference to argue the election should be about what kind of country voters want.

"The Liberal Democrats have been positive and set out real solutions to the problems people face," he will say.

He will highlight his party's promises to replace council tax with a local income tax, provide free personal care for the elderly, increase pensions for over-75s and cut class sizes.

Mr Kennedy claims Labour's warnings about the impact of voting Lib Dem show it is running scared of his party.

He will say the Lib Dems offer the "real alternative" and have proved it can beat Labour in its back yard.

"Let's have none of this Blair nonsense," he will say. "He has cried wolf one too many times."

The US-German firm, the world's fifth largest carmaker, said its first quarter net profits fell to 288m euros (£195m; $371m) from 412m euros in 2004.

DaimlerChrysler's Mercedes unit, itself beset with quality problems, recently launched a costly restructuring of its troubled Smart car brand.

The group's weaker profits follow similar losses at rival US carmakers.

Earlier this month, Ford reported a 40% fall in its first quarter net profits to $1.21bn, while General Motors - the world's biggest carmaker - unveiled a net loss of $1.1bn in the first three months of 2005.

Strong euro

DaimlerChrysler said its German-based Mercedes division reported an operating loss of 954m euros, from profits at the same time last year of 639m euros, linked to restructuring costs at its Smart car business totalling 800m euros.

The distinctive minicar has consistently lost money since its debut in 1998.

Mercedes has also been struggling to deal with the impact of the strong euro and quality problems at its flagship luxury Mercedes-Benz brand.

Sales of Mercedes-Benz cars slipped 7% from the previous year, with 247,000 vehicles sold.

In the US, the group's Chrysler division reported a 17% fall in first quarter operating profits to 252m euros, from 303m euros at the same time the previous year.

"The first quarter was characterized by intense competition among automakers. It was a tough environment," said Bodo Uebber, DaimlerChrysler's chief financial officer.

However, operating profits rose at the company's commercial vehicles business, to 714m euros during the quarter, amid strong global demand for lorries.

DaimlerChrysler said it expected worldwide demand for new vehicles to be slower in 2005 than last year.

The extract obtained by the BBC was sent to Mr Blair on 7 March 2003, a fortnight before the war took place.

In it Lord Goldsmith argues relying on the original resolution 1441 - which required Iraq to disarm - as authorisation for the use of force needed "strong factual grounds" that it had been breached.

The views of UNMOVIC - the UN monitoring, verification and inspection commission led by Hans Blix - and the IAEA, the nuclear inspection team led by Mohammed ElBaradei would be "highly significant", the attorney general reportedly said.

Mr Blair has steadfastly resisted pressure to release the full advice of the attorney general.

'Further resolution'

In the newly-leaked document, retyped from its original form, Lord Goldsmith says: "I remain of the opinion that the safest legal course would be to secure the adoption of a further resolution to authorise the use of force...

"I accept that a reasonable case can be made that resolution 1441 is capable in principle of reviving the authorisation in 678 without a further resolution...

"However, the argument that resolution 1441 alone has revived the authorisation to use force in resolution 678 will only be sustainable if there are strong factual grounds for concluding that Iraq has failed to take the final opportunity."

The legal advice was issued on the same day UN weapons inspector Hans Blix said more time was needed to disarm Iraq, that the country had accelerated its co-operation but that it could not be described as "immediate compliance"

The document concludes by saying: "If we fail to achieve the adoption of a second resolution we would need to consider urgently at that stage the strength of our legal case in the light of circumstances at the time."

In his statement, Lord Goldsmith said the document "stands up the case that the government has been making all along".

"What this document does, as in any legal advice, is to go through the complicated arguments that led me to this view.

"Far from showing I reached the conclusion that to go to war would be unlawful, it shows how I took account of all the arguments before reaching my conclusion."

'Unequivocal advice'

And he said the war in Iraq was legal, adding that this was what he had said to government, to Cabinet and in public at the time.

Foreign Secretary Jack Straw told BBC News: "What changed between 7, when that advice was written, and 17 March when the attorney general came to his very clear decision that military action without a second resolution was justified was the circumstances."

This included evidence that had been given to Lord Goldsmith and others that Iraq was in breach of resolution 1441.

But it is understood the 7 March document, with its caveats, was never shown to a full Cabinet meeting.

Instead, Lord Goldsmith's later advice, described by Foreign Secretary Jack Straw as "unequivocal", was shown to the Cabinet on 17 March and made public in an answer in the House of Lords.

The war started on 20 March.

Mr Howard said: "It is now obvious from this legal advice that on 7 March 2003, the attorney general raised specific reservations about the legality of war in Iraq.

"But Mr Blair has said that the attorney general's advice to the Cabinet on 17 March was 'very clear' that the war was legal, and that the attorney general had not changed his mind. It is obvious that he did.

"So what the public must now have an answer to is this: what, or who, changed the attorney general's mind?"

The Lib Dems want a full public inquiry into the war and want voters to punish the Tories as well as Labour, as both supported the war, and choose their party instead.

Lib Dem foreign affairs spokesman Sir Menzies Campbell said: "If the House of Commons had known of the contents of this advice it wouldn't have voted to endorse military action.

"I strongly suspect that if every member of the Cabinet had seen a copy of this advice, others would have resigned, along with Robin Cook."

Former international development secretary Clare Short, an opponent of the war, said the leak would "confirm everything that I have been saying - it's very serious".

BBC political editor Andrew Marr said the document would greatly fuel suspicions but was not the "smoking gun" that opponents of the war were looking for.

For over 10,000 years people have been moving into - and out of - Britain, sometimes in substantial numbers, yet there has always been a basic continuity of population.

'Before Roman times, 'Britain' was just a geographical entity and had no political meaning and no single cultural identity.'

The gene pool of the island has changed, but more slowly and far less completely than implied by the old 'invasion model', and the notion of large-scale migrations, once the key explanation for change in early Britain, has been widely discredited.

Substantial genetic continuity of population does not preclude profound shifts in culture and identity. It is actually quite common to observe important cultural change, including adoption of wholly new identities, with little or no biological change to a population. Millions of people since Roman times have thought of themselves as 'British', for example, yet this identity was only created in 1707 with the Union of England, Wales and Scotland.

Before Roman times 'Britain' was just a geographical entity, and had no political meaning, and no single cultural identity. Arguably this remained generally true until the 17th century, when James I of England sought to establish a pan-British monarchy.

Throughout recorded history the island has consisted of multiple cultural groups and identities. Many of these groupings looked outwards, across the seas, for their closest connections - they did not necessarily connect naturally with their fellow islanders, many of whom were harder to reach than maritime neighbours in Ireland or continental Europe.

It therefore makes no sense to look at Britain in isolation; we have to consider it with Ireland as part of the wider 'Atlantic Archipelago', nearer to continental Europe and, like Scandinavia, part of the North Sea world.

The party took advertisements in Monday's Daily Mail and Daily Mirror newspapers underlining its opposition to the stance of Mr Blair and US President George W Bush.

Mr Kennedy said foreign policy was not usually a major theme of British elections, but would be this time after Mr Blair misled people over the war.

"Every Labour candidate should answer for the government's rush to war. Every Conservative candidate should answer for their party's supine support."

Asked whether he would have left Saddam Hussein in power, Mr Kennedy said weapons inspectors should have had more time in Iraq.

Mr Kennedy again demanded an inquiry into "how and why" the UK went to war in Iraq, including examining ministers' judgements.

He also urged the prime minister to rule out future military action against Iran.

The Lib Dems and Tories are pressing ministers to publish Attorney General Lord Goldsmith's advice on the legality of the war.

The Mail on Sunday said a leaked memo showed Lord Goldsmith had given six reasons why military action might not be legal.

Lord Goldsmith has insisted he advised military action was lawful with his spokeswoman saying it was "his own genuinely held independent view".

Judgement

Foreign Secretary Jack Straw refused to confirm or deny the newspaper report.

He was challenged on BBC Radio 4's Today programme over why Mr Blair had not seen advice from Foreign Office lawyers who thought the invasion was illegal without new UN backing.

He replied: "The fact that there was a disagreement amongst lawyers - internationally and nationally - was extremely well known."

Pressed over Lord Goldsmith's advice, Mr Blair said. "It's not a question of changing his mind. The advice of the attorney general was very clear."

He denied Downing Street had pressured Lord Goldsmith, saying: "You can go on forever trying to prove there was some conspiracy: there was not.

"There was a judgement. The judgement might be right, it might be wrong. I had to take it. I believe I made the right judgment, I believe the world is better with Saddam in prison and out of power."

'Lies'

Mr Blair urged people to listen to Iraqis who now saw hope for their country's future.

He accused his opponents of focusing on the issue because they had nothing to say about Britain's future.

Mr Howard accused Mr Blair of lying but said removing Saddam Hussein had been the "right thing to do".

He told Sky News' The Boulton Factor that the government's "dodgy dossier" on Iraq and Mr Blair's later characterisation of intelligence was lying.

He said the intelligence had been described as "extensive, detailed and authoritative" when it was in fact "sporadic, limited and patchy".

But he told Sky News the war had "probably" been legal, although he would have had a Cabinet meeting on the attorney general's full, written opinion.

Chelsea's John Terry has won the 2005 Professional Footballers' Association (PFA) Player of the Year Award.

The defender beat off competition from team-mates Frank Lampard and Petr Cech, 2004 winner Thierry Henry, Steven Gerrard and Andrew Johnson.

The PFA Young Player Award went to 19-year-old Manchester United and England striker Wayne Rooney.

Shaka Hislop received the Special Merit Award, after his involvement with the "Show Racism The Red Card" campaign.

Terry, the first Chelsea player to receive the award, said he was amazed to have been voted the best player of the year by his peers.

"It is unbelievable and the ultimate accolade to be voted for by your fellow professionals whom you play against week-in and week-out," said Terry.

"You just go out there and try to give it your best, and for them to show their appreciation and vote for me is fantastic.

"For Petr, Lamps and myself to be voted in, it was important that one of us won it.

"It has been a real special season with Chelsea and this just adds to it.

"I want to thank all of my team-mates, because without them this would not have happened.

"It is my first year as captain and they have helped me a lot, on and off the pitch."

Terry is the first defender to win the award since Paul McGrath in 1993 and the first Englishman to do so since Teddy Sheringham in 2001.

The awards were hugely successful for Terry's Chelsea team, which supplies four of the Premier League's Team of the Year.

He is joined in the side by goalkeeper Cech, midfielder Lampard and winger Arjen Robben.

Prime Minister Tony Blair has expressed sympathy for a teacher jailed for six months for grabbing an airgun to confront "yobs" outside her home.

Linda Walker fired the pistol at the pavement during a stand-off with a gang of youths.

Mr Blair said he felt "very sorry" for the teacher, jailed last month.

He said he hoped Home Office minister Hazel Blears would intervene to make sure Ms Walker could attend her teaching disciplinary hearing.

At her trial Walker, from Urmston, Manchester, said her family and home had been plagued by anti-social behaviour.

She told police she had received nuisance phonecalls, her garden shed had been broken into, and a car and her garden had been vandalised.

She was jailed after being found guilty of affray and possessing a firearm with intent to cause fear and violence.

Speaking on Granada Reports, Mr Blair said: "I actually feel very sorry for Linda Walker and I hope Hazel Blears, the Home Office minister, has intervened in her disciplinary hearing to ensure it is at a time when she can be there because she has been a teacher for many years."

He added: "I can't start interfering in court decisions but I read about the case in the papers at the time and I do feel very sorry for her."

Walker, who teaches children with behavioural problems at New Park School in Salford, is set to appeal against her conviction.

Conservative leader Michael Howard has already questioned the jail sentence handed out to the teacher.

Mr Howard compared her punishment with the case of a driver who was drunk and driving without a licence or insurance when he knocked down and killed a 12-year-old boy, yet was sentenced to just two months in prison.

Salford City Council said the head teacher and governors at New Park High School would be making a decision on whether she could keep her job.

Last week Walker went on hunger strike after an appeal judge refused to release her on bail while she appeals against her conviction. She has since ended her protest.

The New Batch - 150,000 Years

With just over 6 billion people living in the world today, human beings are a phenomenally successful animal. But our species, Homo sapiens, once came close to outright extinction.

Professor David Goldstein, a molecular biologist at UCL in London, has uncovered evidence of a very ancient population bottleneck. A bottleneck is an event that reduces the genetic difference, or diversity, in a population of animals.

One way this can occur is through a catastrophe that wipes out a large proportion of a population. If we compare the genes of modern people from all over the world, they are remarkably similar, suggesting that the ancestors of all living people expanded from a small population that survived a bottleneck. The ancient bottleneck proposed by Professor Goldstein must have occurred in Africa, where modern humans evolved.

"Our data suggests there was a bottleneck that was not that recent," says Goldstein. The genetic data puts the likely date for this event at just before 100,000 years ago.

Water shortage
It’s not known what caused this bottleneck. But a plausible candidate is emerging. By measuring the ratios of different oxygen isotopes in ice cores, scientists can reconstruct climatic changes over time. Oxygen isotope data suggests that between 190,000 and 130,000 years ago – a period known as 'oxygen isotope stage 06' – Africa was drained of moisture and became a parched wasteland, with little to sustain populations of modern humans.

"I’m not in a position to say what caused the bottleneck, but it certainly could be a something like that (drought). That scale of climatic change could be responsible for what we see in the genetic data," says Goldstein.

There may also have been other bottlenecks that contributed to the small amount of genetic diversity we see in modern humans. Professor Stanley Ambrose of the University of Illinois at Urbana-Champaign believes that the eruption of the volcano Toba in Sumatra roughly 70,000 years ago was responsible for a volcanic winter that caused an instant ice age.

Big freeze
The large amount of sulphur thrown up into the atmosphere by the eruption reflected sunlight away causing temperatures around the world to plummet. Temperatures in Africa may have fallen by as much as 9°C, creating a freeze that lasted 1,400 years.

"It was a long time, it was unrelentingly cold," says Ambrose. But it didn't just get cold, a temperature change of this magnitude would almost certainly have caused another terrible drought. "Lakes dried up, the earth turned to sand. Every year of drought was geometrically worse than the year before," adds Ambrose.

Daring to share
Ambrose believes it is no coincidence that around this time, modern humans in Africa were undergoing drastic changes in the ways they organised their societies.

The harsh climatic conditions that accompanied the volcanic winter may have placed pressure on humans to cooperate with each other. Small foraging groups became larger societies. Ambrose calls this the 'troop-to-tribe transition'.

Social whirl

This transition seems to have involved systems of gift exchange between distant peoples. Beads made out of ostrich eggshell seem to have been important items in this system of gift-giving, as they are today amongst South African !Kung San hunter-gatherers. The earliest examples of these beads have been dated to 40,000 years old. These beads were exchanged over areas of 200km in order to secure future favours when times became tough. In this way, humans increased the likelihood of survival or 'spread the risk of survival'.

Another important innovation after 70,000 years ago is the invention of a stone tool technology called 'microliths' in Africa. Microliths are small flakes and blades that characterise the Later Stone Age in Africa. These tools are very diverse, because each was specialised for a task. Ambrose describes previous stone technologies as jack-of-all-trades (master of none) toolkits, whereas microliths reflect modern humans using the right tool for the job.

On the move
Ambrose thinks the appearance of this new, specialised toolkit represents an enhanced ability to plan and anticipate tasks. Microliths were also given as gifts in gift-exchange systems. By adopting a strategy of spreading the risk of survival, hominids were able to disperse out of Africa and dominate the new habitats they encountered.

"People with reliable resources do not co-operate, they revert to tight-knit, territorial societies," says Ambrose. "If you look at modern humans, they were able to go out there and exploit unpredictable resources."

Homo sapiens reached the Near East by at least 90,000 years ago, Australia by at least 50,000 years ago, Europe by 40,000 years ago and the Americas by 12,000 years ago. But the story of human evolution does not end here: we are still evolving in subtle ways that we cannot detect. Perhaps our descendants in years to come will be able to describe how we ourselves fit into their human family tree.

Leader Charles Kennedy is to highlight Lib Dem plans to abolish council tax and replace it with a local income tax.

Mr Kennedy has condemned the council tax system as "fundamentally unfair".

His party claims the average household would be over £450 a year better off under its proposals, while six million pensioners would pay no local tax.

Labour has pledged a one-off payment of £200 to reduce pensioners' council tax, while the Tories have promised to spend £1.3bn to cut pensioners' bills.

The Tories will on Wednesday announce plans to scrap the current revaluation of homes for council tax - branding it a Labour stealth tax.

The Lib Dems also warn that council tax revaluation could mean seven million households pay £200 or more extra every year.

'Political opportunism'

The party's local government spokesman Ed Davey said bills for people living in "property hotspots" could see their bills rise by 20%.

But the Lib Dems criticised the Conservatives for making a "u-turn" on revaluation out of "naked political opportunism".

They claim the Tories previously supported the council tax revaluation, which started on 1 April. The new charges are expected to come into effect in 2007.

Labour has dismissed claims revaluation will mean bills rise as scaremongering.

Paying more or less?

Mr Kennedy has said replacing council tax with local income tax is the only way to make the system fairer.

"Council tax is the most unpopular tax in Britain today because it is fundamentally unfair," he said.

"The council tax penalises pensioners and low income families. It's a tax where the poorest 20% of pensioners pay nearly six times more as a proportion of their income than the richest 20% of our population."

The Institute of Fiscal Studies estimates almost half of families would gain more than £1 a week under the plans, about a quarter would be unaffected, and the remaining quarter would be more than £1 a week worse off.

It is estimated a typical firefighter and typical nurse living together in Cardiff, with a joint income of £44,000 , would be £103 worse off a year.

But in a BBC interview earlier this week, Mr Kennedy argued that other Lib Dem policies, such as scrapping university fees, had to be taken into account.

Aston Villa midfielder Gavin McCann will miss the rest of the season after undergoing a second knee operation.

McCann, who has not played for the first team since 8 January, broke down playing for the reserves last week in his second comeback match.

A scan revealed the problem and the 27-year-old had surgery on Saturday.

"We cleared up the niggle he had and the operation went well," Villa boss David O'Leary said. "But he's out again which just about sums up our season."

O'Leary has been frustrated by the number of injuries he has had to contend with over the course of the current campaign.

"I have not been able to field my strongest side once," he added.

"The nearest we came was at Newcastle a couple of weeks ago when we had 10 players involved, with only Gavin missing.

"It's been like that from day one. Juan Pablo Angel missed the start with a knee problem and then Martin Laursen was out for six months with his knee injury after playing only three games for us.

"Juan comes back and then Darius Vassell breaks his ankle and is out for five months.

"It's just the way the season has been going and, apart from Gavin, we've now got Darius Vassell and Martin back on the sidelines with injuries.

"Considering all these problems, I think the players who have been involved have done magnificently well to keep us in with even a shout of qualifying for Europe at this late stage of the season."

Newcastle boss Graeme Souness says Laurent Robert had apologised for his midweek outburst, when he claimed the club had gone backwards.

"He has apologised to the players," Souness said after the 4-1 FA Cup semi-final loss to Manchester United.

"Again we had two 18-year-olds and a 19-year-old on the pitch. We had that on Thursday trying to win a European quarter-final as well.

"A couple of things didn't go for us but we have to live with that."

Babe Ruth bat sold for over $1m

The bat used by Babe Ruth to hit the first-ever home run at Yankee Stadium has fetched a record $1.26m (£654,800) at auction.

The bat, made of solid ash billed as 'The Holy Grail of sports memorabilia', sold after about one minute of high-stakes bidding at Sotheby's in New York.

It was only the third piece of sports memorabilia to break the $1m mark at auction, joining Mark McGwire's 70th home run ball ($3m) and a 1909 Honus Wagner baseball card ($1.2m).

The winning bid came from Doug Allen, president of the Chicago-based auction house MastroNet Inc., on behalf of an East Coast collector who preferred to remain anonymous.

The hammer price was $1.1m, with a 15% commission added.

Ruth scored the famous home run on 18 April, 1923, in the first game at 'The House That Ruth Built'.

With 74,000 fans looking on, Ruth hit a third-inning blast into the right field bleachers as his New York Yankees beat the Boston Red Sox 4-1.

The Bambino later donated the bat to the Los Angeles Times as the top prize in a high school home run hitting contest.

Rasta poet writes Osbourne verses

Zephaniah said Ozzy Osbourne was "bona fide Brummy royalty"

Birmingham-born poet Benjamin Zephaniah has written a poem about The Osbourne family to mark the final episode of their popular MTV reality series.

"I thought it was only fitting to put pen to paper and write them a fitting ode," said the Rastafarian writer.

"The challenge was to write a poem about a family that has become an alternative institution without it sounding too worthy," he added.

The last episode of The Osbournes will be broadcast on MTV this Sunday.

The show is based around the anarchic home life of heavy metal rock star Ozzy Osbourne, who also hails from Birmingham.

"Ozzy's not just the Prince of Darkness, but he's bona fide Brummy royalty too," said the poet, who famously turned down an OBE in 2003.

Chelmsford, Essex. It's five to nine on a Thursday morning. Almost thirty people are lined up in front of a set of doors, waiting.

There's a quiet expectancy in the air. The men and women here know that, in five minutes, the person standing next to them in the queue could well turn into a bitter rival.

Welcome to the local Aldi store, and welcome to a widening battlefront in the retail wars. Where retailers are using psychological weapons to entice shoppers such as those in Chelmsford.

Their weapons of choice: surprise and anticipation.

Competing on price just isn't enough anymore. As retail consultant Judith Clegg of the Egremont Group says: "We've got 16 out of the 24 main product categories undergoing price deflation. So margins are being squeezed very, very tight."

Building a buzz

Shoppers are increasingly worldly-wise, used to an on-demand culture and resistant to any hint of a price rise. "Surprise and anticipation are really powerful tools that retailers can use to address those concerns," says Ms Clegg.

German retailer Aldi's technique to create a buzz of anticipation and surprise is to change stock lines on a weekly basis - its special buys. That's what gets the shoppers queuing outside each Thursday.

At 9am, Aldi opens its doors. Once inside it's straight to the key location: the store's central aisle where the special buys are located.

A pressure water washer at £80 is a particular object of desire. Some customers load their trolleys with two or three of them, which they will sell on to friends and relatives.

In half an hour, those bested by rival customers can only rue their slowness. Aldi Chelmsford is clean out of its pressure washers.

"You have to be quick off the mark on a Thursday. We came down for the pressure cleaner, and we've spent £112," says one middle-aged man, washer in trolley.

Week in, week out

Another big German retailer, Tchibo, has a similar strategy. It started off selling coffee in Germany after World War II.

Then it expanded from coffee to coffee machines and other kitchen items. Necessity became the mother of invention when Tchibo stores needed to offer more products but didn't have the space.

"Eventually customers wanted more and more of these articles. And not wanting to open bigger shops and pay lots more rent, the idea came up of changing the assortment of products," says David Haimes, head of Tchibo UK.

First Tchibo changed its stock every six months, then every quarter, and now, like Aldi it changes lines every week. Wednesday is to Tchibo, what Thursday is to Aldi, when the new stock arrives at its 38 UK stores.

Judith Clegg thinks there is mileage in Tchibo's formula. "In Germany, office chatter about 'What did you get in Tchibo this week?' is phenomenal, and something I think yet to be fully exploited in the UK."

Emotional upset

But retailers should beware that they don't raise expectations only to deliver a damp squib to customers. David Haimes acknowledges the pressure on Tchibo. "The concept is around anticipation and surprise, and if you don't deliver that emotion, then you have let them down.

"You've got to look at the resourcing behind that to make sure you can deliver it; both in terms of your product innovation, but also things like logistics."

But before businesses revamp their business models to be the next Tchibo or Aldi, Judith Clegg has words of advice on harnessing the element of surprise.

Just improving your existing service a bit may be enough to take your customer's breath away. "There's lots of evidence to say that British consumers get such bad service that they are actually surprised when the service is just adequate. So what an opportunity!"
